A senior OKX executive is pouring cold water on crypto’s biggest legislative hope this year. Haider Rafique, the exchange’s global managing partner for corporate affairs and investor relations, said he’s skeptical Congress will pass the Clarity Act before the midterms, and that the real obstacle is political timing rather than disagreement over the policy itself. Rafique argued Democrats have little to gain from helping pass a Republican-led bill so close to the midterms, especially with criticism still swirling around President Trump’s ties to the crypto industry. He made the comments before the Senate confirmed it wouldn’t bring the bill to a vote this month, pushing the earliest realistic timeline to September.

Why Bitcoin Might Not Move Much Either Way

Rafique’s sharper warning was about markets, not Congress. He believes bitcoin’s recent gains already reflect much of the optimism tied to the Clarity Act passing, which caps how much further the price could realistically move if the bill actually clears.

He put a number on it: a passed Clarity Act might add only 3% to 4% to bitcoin’s price near-term. A failed vote could hit harder, and Rafique pointed to $55,000 as a level where he’d expect meaningful retail buying to return.

“The market prices news ahead of time,” Rafique said, adding that most of the bill’s expected upside is already baked into where bitcoin trades today.

Despite his doubts about timing, Rafique didn’t downplay the stakes. He said clear federal rules are essential to keeping crypto entrepreneurs and capital from building overseas instead, pointing to firms like Hyperliquid and Backpack that chose offshore jurisdictions over the U.S.

OKX’s Wall Street Bridge Keeps Growing

Separately, Rafique laid out OKX’s roadmap for its joint venture with Intercontinental Exchange. The partnership currently focuses on piping ICE market data and products to OKX’s roughly 150 million users worldwide, with plans to add perpetual futures and other derivatives tied to traditional assets in markets including Europe and the UAE.

Further out, OKX and ICE are working toward bringing tokenized equities, spot products, and futures onchain, using issuer-backed structures that Rafique said preserve the same shareholder rights investors get from holding the underlying stock. He also floated eventual expansion into event contracts and prediction markets as regulation catches up.

OKX resumed its U.S. push last year after settling a long-running case with the Department of Justice over unlicensed money transmitting.
