Missouri Senator Josh Hawley has become the first Republican to publicly say he won’t vote for the CLARITY Act as written. This defection narrows an already tight path to passage before the Senate’s August recess. More in crypto news.

Hawley told Politico that community banks and agricultural groups in his state are _“very, very worried”_ about the bill’s effect on smaller lenders. _“They are blowing me up over it,”_ he claimed. _“I’m going to vote with my state on this.”_

His objection centers on stablecoin yield programs offered through crypto exchanges, which he and banking advocates argue could pull deposits away from community banks and credit unions.

A Familiar Pattern From Hawley

This isn’t Hawley’s first break with his party on digital asset policy. He also opposed the GENIUS Act, the stablecoin framework that passed last year, making his resistance here less of a surprise than a continuation. Senator Cynthia Lummis has said her office is still in talks with Hawley’s team to address his concerns, though nothing has moved yet.

Coinbase CEO Brian Armstrong responded directly on social media, telling Hawley to evaluate the claim on the merits rather than assertions from the banking lobby. He questioned whether banks have their own incentive to overstate the risk, since the dispute ultimately touches on deposit competition between large banks and the same institutions Hawley says he’s defending.

How Hawley Changes the Senate Vote Math

The bill already needed to find 60 votes in a chamber where that threshold is hard to clear on anything touching financial regulation. Hawley’s opposition adds to a separate front where Senator Rand Paul is expected to vote no as well, meaning Republicans may need to find replacement votes just to offset defections from their own side, on top of the Democratic support they still don’t have locked down.

None of this kills the bill outright. But it does mean supporters are now negotiating on two fronts at once, banking concerns from Hawley’s wing and the ethics-provision dispute still unresolved with Democratic negotiators, with very little time left before lawmakers leave town.
